Responsibilities

Incident Business Management 50%
Serves as the zone Incident Business Management expert and provides program oversight for the zone.
Seeks and tracks policy and guideline developments in incident business and related functions.
Provides advice, training and counsel to Units on administrative issues as they relate to wildland fires including appropriation use, personnel/payroll, cost management, fire acquisition, fire claims, and compensation for injury and ensures incident payments and billings are completed consistent with the Interagency Incident Business Management Handbook and Forest Service appropriation law.
Serves as the administrative representative between the Forests and the Albuquerque Service Center, Incident Management Teams (IMT), Buying Teams, and Incident Business Advisors, Dispatch, etc.
Responsible to ensure incident payments and billings are completed consistent with the Interagency Incident Business Management Handbook and Forest Service appropriation law. Represents the forests and coordinates with federal, state, local government to resolve incident payments and billings.
Provides oversight of the Administratively Determined (AD) Pay Plan for Emergency Workers (Casuals) to ensure the provisions of the pay plan are followed.
Participate in formal and informal training opportunities providing expertise in development and presentation of incident business related materials (e.g., Interagency Incident Business Management, Applied Interagency Incident Business Management). Evaluates training for effectiveness and delivery, makes adjustments to course delivery, or makes recommendations to change course materials to improve course effectiveness. May serve as lead or unit instructor.
Serves as a resource to other Incident Business Specialists regionally or nationally by attending meetings, performing on Task Groups/Committees and taking assignments to assist in incident business management functions before, during, or after incidents.
Participates as a member of the Regional Incident Business group to provide consistent incident business program and policy implementation. Communicates and coordinates with the Regional Incident Business Specialist.
Prepares program-related correspondence, reports, and/or other written materials regarding Forest Service incident business and fire programs, policies, and/or operations.
Agreements 35%
Coordinates, negotiates, develops and administers agreements to meet the objectives of interagency units with fire protection responsibilities within the zone while adhering to applicable laws, regulations, policies, and guidelines, validate they are current, properly utilized, appropriate, and necessary and ensure payments and billings are completed and consistent with agreements.
Coordinates with federal, state, local government, and private industry to manage wildland fire related agreements and ensure they are current, properly utilized, appropriate, and necessary.
Represents the Forests in developing and reconciling multi-agency fireline agreements.
Monitors agreements and ensures payments and billings are completed and consistent with agreements.
Incident Management Participation 15%
Participates in incident management as the agency representative to Incident Management Teams, Buying Teams, and incident Business Advisors assigned to units within the zone. May serve as an Incident Business Advisor or on Incident Management Teams.
Performs other duties as assigned.
Travel Required
75% or less - Travel required during field season to fire camps. Travel required in winters for trainings and/or meetings. These positions will be assigned units in Southern California or Central/Sierra or Northern California where incumbents will be expected to frequently travel to.

The incumbent serves as a sub-regional expert in incident Business Management functions relating to wildland fire and all hazard incidents. Each position serves multiple national forests within a sub-region.

The Supervisor's Office in Goleta will relocate to Solvang, CA in Summer/Fall 2019.
Final duty stations will be determined at time of selection. Pay rates vary depending on location. Pay rates displayed above are for the Rest of the

Qualifications

For the GS-9 level: Applicants must have one year of specialized experience equivalent to at least the GS-7 grade level; OR a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Examples of specialized experience are: Assisted in preparing, reviewing and executing fire-related agreements consistent with incident business management policies and guidelines; presented technical information to fire managers; represented an organization when coordinating with federal, state, local government to resolve incident payments and billings.
For the GS-11 level: Applicants must have one year of specialized experience equivalent to at least to the GS-9 grade level; OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). Examples of specialized experience are: Prepared, reviewed, and executed fire-related agreements consistent with incident business management policies and guidelines; presented advice and guidance regarding incident business management policies and guidelines to fire managers; provided assistance with presenting incident business materials in formal/informal training;provided oversight of the Administratively Determined (AD) Pay Plan for Emergency Workers (Casuals) to ensure the provisions of the pay plan are followed.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
